HomeBuyer Report vs Building Survey: What's the Difference?

A ‘HomeBuyer Report’ is the older name for what is now a Level 2 Home Survey; a ‘full structural survey’ or ‘Building Survey’ is the older name for a Level 3 Building Survey. The terms describe the same two tiers — a mid-level survey for conventional homes and a detailed survey for older or complex ones.

Why the terms are confusing

Buyers often hear ‘HomeBuyer Report’, ‘homebuyer survey’, ‘full structural survey’ and ‘Building Survey’ used interchangeably. They are largely older or informal names for surveys that are now described as standardised levels: Level 1, Level 2 and Level 3.

The naming changed to make survey scope clearer and more consistent. The underlying products, however, map cleanly onto the levels we offer, so the practical decision is the same one it always was: how much detail does this particular property need?

‘HomeBuyer Report’ = Level 2 Home Survey

A HomeBuyer Report corresponds to a Level 2 Home Survey: a structured inspection of a conventional property in reasonable condition, with condition ratings, identification of defects, and practical maintenance and repair advice. It is the right choice for most standard homes.

‘Full structural survey’ / ‘Building Survey’ = Level 3

A ‘full structural survey’ or ‘full Building Survey’ corresponds to a Level 3 Building Survey: the most detailed residential survey, explaining the cause and consequences of defects and setting out repair options. It suits older, altered, extended or non-standard properties, or any property where you have concerns. (Note that ‘structural survey’ is an informal term — a structural engineer's report is a different, more specialised service.)

Which should you ask for?

Ignore the label and focus on the property. Conventional, reasonably maintained home: a Level 2 (HomeBuyer-equivalent) is usually right. Older, altered, unusual or visibly problematic property, or you plan to renovate: a Level 3. If in doubt, describe the property to us and we will recommend the appropriate level.
