Case Study: Level 3 Survey – Large Modern Home, Prestbury, Cheshire

This recent Level 3 Building Survey in Prestbury, Cheshire related to a large, individually designed detached house of relatively modern construction, arranged over several levels with extensive lower ground floor accommodation. No significant structural defects were identified and the property was in reasonably good condition for its type, age and scale. The inspection nevertheless identified several Condition Rating 3 issues, including foul water escaping from a lower ground floor WC, a separate area of pronounced penetrating damp, concealed plumbing leakage within service cupboards, and drainage and services that could not be verified without further investigation.

Survey Overview

This recent Level 3 Building Survey concerned a large, individually designed detached house of relatively modern construction in Prestbury, Cheshire, arranged over several levels with extensive lower ground floor accommodation including leisure, changing and plant areas. Higher-value modern homes are often assumed to be low-risk. This inspection illustrates why that assumption is worth testing: no significant structural defects were identified and the property was in reasonably good condition for its type, age and scale, yet the report still carried several Condition Rating 3 items that needed resolving before exchange.

The most immediate finding came from operating the fittings rather than looking at them. In the lower ground floor changing accommodation, a drip was audible from beneath a wall-hung WC before it was touched. When flushed, the pan backed up with foul water almost to the rim, the existing leakage increased, and foul water began pooling across the tiled floor. That part of the inspection was discontinued. Moisture readings were significantly elevated to the floor within the WC and the adjoining area, and an access opening previously cut into the tiled duct concealing the cistern had not been properly reinstated, indicating that the concealed installation had needed attention at some point before. In a warm, humid room it would be easy to write elevated readings off as condensation, but damp of this kind rarely has a single tidy explanation. The visible deterioration, the pattern of readings and the confirmed leakage together indicated a concealed plumbing or drainage defect that could not be attributed to humidity alone.

Two damp problems, not one

A second and entirely separate area of moisture affected another corner of the same lower ground floor accommodation. Internally, readings were substantially elevated to the internal faces of two external elevations and extended locally into the adjoining floor, although the finishes had not yet deteriorated widely. Externally, the walling below a raised paved area showed pronounced saturation, weather staining and algal growth, and an outlet formed through the wall above appeared capable of discharging concentrated surface water straight down onto it. The recessed patio below retained water, with algal growth, loose paving and isolated fractured units, suggesting the surface was not dispersing water efficiently.

That is the value of following evidence in both directions. Internally the readings alone would have shown only that a corner was wet; externally the saturation alone would have looked like weathering. Read together, they gave the buyer a credible mechanism and a sensible order of works: sort out the water management outside first, then re-check inside before spending anything on finishes.

A third theme ran through the service cupboards. Moisture damage with significantly elevated readings in a lower ground floor service cupboard appeared consistent with an active or recently active concealed leak. In an upper floor airing cupboard, a substantial build-up of dried mineral residue around a pump connection sat alongside water-damaged skirting and boxing that still held moisture, suggesting a live problem rather than old damage. In another cupboard, rust-coloured staining down a storage vessel was dry and looked historic. Hot water was also unavailable at some of the outlets tested.

What could not be seen at all

Several drainage inspection chamber covers were mechanically fixed or set into paving and tiling and could not be lifted safely, so the buried system could not be assessed. Combined with a strong drainage odour in one ensuite, slow discharge from a ground floor WC and basin, and the backing-up WC below, that justified a specialist CCTV drainage survey before exchange rather than reassurance based on flushing a few fittings.

The services told a similar story. No certification was available for the electrical or heating installations, so both were flagged for health and safety reasons. The heating was switched off on the day, and visible electrical defects included loose and incomplete fittings, missing covers, flickering and failed lighting, a conventional socket inside a cabinet beneath a sink in a wet-environment room, and cut external lighting cable in the grounds.

Not everything pointed one way. The roof, inspected by drone as well as from ground level, was broadly straight and true with an isolated missing slate and some weathered mortar. The cracking recorded externally and internally was limited in extent and considered consistent with normal settlement, drying shrinkage and thermal movement, which is usually the honest answer where cracks in walls are fine, scattered and show no progressive pattern.

None of this stopped the purchase. What the Level 3 inspection gave the buyer was a list of specific things to commission, in a sensible order, with the condition ratings making clear which mattered most before exchange and which could wait.

Frequently asked questions

Why does a large modern house still need a Level 3 survey?

Because complexity, not age, is what generates defects here. A property of this kind contains far more services, wet areas, concealed ducts and specialist plant than a standard house, and every one of those is somewhere a leak can run undetected. A Level 2 Home Survey records condition competently for a conventional, reasonably modern property. Where there is extensive lower ground floor accommodation, multiple heating and hot-water systems and specialist installations, the greater depth of a Level 3 Building Survey earns its place.

Can a survey confirm where a concealed leak is coming from?

Not on its own. A building survey is a visual, non-invasive inspection. A moisture meter gives comparative readings, not proof of a source, and pipework inside walls, floors and service ducts cannot be traced without opening up. What the report does is set out where moisture was found, how it was distributed, what deterioration accompanied it and which mechanisms are credible, so the right specialist can be instructed to confirm the cause.

What if the drainage chambers cannot be opened?

Then the buried drainage has not been inspected, and the report says so. Covers that are bolted down, tiled over or set into paving are common in modern landscaped grounds. Where internal symptoms such as odours, slow discharge or backing-up are also present, a CCTV drainage survey before exchange is a relatively modest cost against the expense of excavating a defective drain after completion.

Foul water escaping from a lower ground floor WC

A drip was audible from beneath a wall-hung WC before it was operated. A separate area of significantly elevated moisture was recorded internally at a lower ground floor corner, affecting the internal faces of two external elevations and extending locally into the adjoining floor. Externally, the walling below a raised paved area showed pronounced saturation, weather staining and algal growth, and an outlet formed through the wall above appeared capable of directing concentrated surface water down onto it. The internal and external evidence corresponded closely, and the two were treated as one connected moisture management issue rather than separate defects.

Concealed plumbing leakage within service cupboards

Moisture damage and significantly elevated readings within a lower ground floor service cupboard appeared consistent with an active or recently active concealed leak, and this was identified as the principal water service concern. In an upper floor airing cupboard, a substantial build-up of dried mineral residue around a pump connection was accompanied by water damage and moisture still present in adjoining skirting and boxing, suggesting an ongoing or recently active leak rather than historic damage alone. Elsewhere, rust-coloured staining running down a storage vessel was dry when tested and appeared historic or intermittent.

Underground drainage that could not be inspected

Several inspection chamber covers were mechanically fixed, incorporated into paving or tiling, or otherwise stuck, and could not be lifted safely without tools or risk of damage. The condition, layout and capacity of the buried pipework therefore remained unknown. Set against a strong drainage odour in one ensuite, slow discharge from a ground floor WC and basin, and the backing-up WC below, a specialist CCTV drainage survey was recommended before exchange of contracts.

Sanitary fittings requiring prompt attention

The bathroom and sanitary installations attracted a Condition Rating 3 in their own right. The findings included a cracked bath, basin wastes that did not empty properly, persistent dripping, a continuously running cistern, extractor fans that did not operate when tested, loose wall-mounted fittings and an absence of hot water at some outlets. Individually minor, several of these could result in water loss or consequential damage to concealed construction if left.

Services with no supporting certification

No documentation was available to confirm that the electrical or heating installations had been inspected recently, so both attracted a health and safety rating. The heating was switched off on the day, preventing checks of the multiple gas-fired boilers and the underfloor distribution. Visible electrical defects included loose and incomplete fittings, missing covers, flickering and failed lighting, a conventional socket installed inside a cabinet beneath a sink within a wet-environment room, and cut external lighting cable within the grounds.

Specialist plant that could not be verified

The lower ground floor plant installation could only be viewed from restricted positions because of the quantity and close spacing of equipment. One vessel appeared to be restrained with tape and to rely partly on adjoining copper pipework for support, with the pipework visibly deflected. No servicing, commissioning or maintenance records were available, no part of the installation was demonstrated, and independent specialist inspection was recommended before any reliance was placed on it.

Cracking judged consistent with normal movement

No significant structural movement, instability or deformation was apparent within the accessible areas. Fine stepped cracking at a rear corner, isolated hairline cracking to mortar joints above rear openings, and hairline and fine diagonal cracking internally were considered consistent with normal settlement, drying shrinkage and thermal movement rather than progressive structural failure. Monitoring was advised so that any material widening or recurrence after redecoration could be picked up.

Recommended Next Steps

  • Instruct a competent drainage contractor to carry out a CCTV survey of the underground foul water drainage before exchange, including the branches serving the affected sanitary accommodation, and arrange for the fixed chamber covers to be made accessible.
  • Instruct a competent plumber to investigate the leaking and backing-up WC, the concealed leakage within the lower ground floor service cupboard and the moisture within the upper floor airing cupboard, and to establish why hot water was unavailable at some outlets.
  • Treat the external wall outlet and the poorly draining lower patio as one connected issue with the internal damp, and investigate the moisture pathway internally and externally before renewing any finishes.
  • Commission a full electrical inspection and test, with a current Electrical Installation Condition Report, before exchange, covering the fittings within wet-environment areas and the exposed external cabling.
  • Have the boilers, flues and heating controls checked by a suitably qualified engineer, and obtain any available installation, commissioning, servicing and repair records for the heating, water and specialist plant installations.
  • Obtain independent specialist inspection of the leisure and plant installations rather than relying on any inspection or maintenance arrangement commissioned by the seller.
  • Ask the legal adviser to confirm approvals and completion documentation for the dwelling and its services, together with rights and maintenance responsibilities relating to the shared approach road.
  • Obtain quotations for the Condition Rating 3 items before exchange so that repair costs, priorities and any negotiation position are understood.

Why this matters

This survey is a useful reminder that a newer, larger and more expensive home is not automatically a lower-risk purchase. The structure was sound, the roof was in reasonable order and the property presented well. What the inspection found was a cluster of water-related defects: an active foul water escape, penetrating damp with a traceable external cause, concealed leakage in service cupboards and a buried drainage system that nobody could see inside. Complex properties simply contain more services, more wet areas and more specialist plant, and each of those is somewhere a defect can hide. The detailed report gave the buyer specific investigations to commission, a clear order of priority and firm ground for negotiation before exchange.
